He tries to shirk responsibility by throwing a lavish, wasteful party for his enemies (hoping to bankrupt himself). Instead, the party becomes a landmark diplomatic event that forges a permanent trade alliance. He orders his fleet to “burn a troublesome neutral planet to ash” (to look menacing).
