The true mastermind is President Svetlana Belikova (yes, same name) — the government president. She orchestrated the entire civil war to justify seizing absolute power and to test the effectiveness of BOWs in modern warfare for future international sale. The "rebels" are actually government agents and Plaga-infected test subjects she has manipulated.

The final confrontation occurs in the palace. President Belikova activates a (known as the T-103 variant, armed with claws, not the rocket launcher type). Leon and Ada battle it, but conventional weapons fail. Eventually, Leon uses the environment to drop a giant statue of the president's former leader onto the Tyrant, crushing it.
